Balance Approach to Filtering

 

A Balanced Approach to Filtering fundamentally means::

  • designing a system that does not over-filter.

  • designing a system does not under-filter.

 

You have to use the right software design to achieve that balance.  

You can NOT ---

- Depend on a list of IP addresses as the solution.  You end up blocking Tripod, Zoom, GeoCities and every other site with a mixture of good and bad.  In fact many the majority of web hosts have some material that is bad.  

- Depend on URL lists as the only solution.  The critics of filtering are correct.  No list that was loaded this morning can be up to date

- Depend upon a list of bad words out of context as the only solution.  Chick breast, Super bowl XXXIII and Census summary data 

- Depend on self labeling systems alone.  Although useful, labels are voluntary and the judgment used to prepare a site label is provided by the people who created the site.  Think about that for a minute.

- Depend on Artificial Intelligence solutions alone.  Such systems sound good because you don't have to maintain a list.  But systems which depend on AI as the only solution add an unacceptable latency and mystery and imprecision to the filtering process.
